Here It did not. Just did this myself and also made the same mistake you made. Here's the correct way to do it: copy the admx file here: C:\Windows\SYSVOL\sysvol\YOURDOMAIN\Policies\PolicyDefinitions\. copy the adml file here: C:\Windows\SYSVOL\sysvol\YOURDOMAIN\Policies\PolicyDefinitions\en-US.

This GPO is quite old now, so some of the reg keys may have been replaced by a newer Ondrive ADMX.
